Convert slow time to retraining time Practical advice on emerging from the recession in fighting form by Frank
Colantonio, CA,
Director, Continuing Education, The Canadian Institute of Chartered Accountants (CICA)
The recession continues to affect a significant number of professionals with
job loss and fear of job redundancy. Many organizations are finding it necessary to re-structure,
which translates to cutting back on their most important assets - employees. It’s
a time to focus on survival strategies for many companies, and even though conventional
evidence clearly shows that those investing in people and training are less likely to fail,
HR and training budgets are easy targets for cost cutting. Read the full

Getting in IFRS shape for the New Year
According to the Canadian Accounting Standards, “You [public company accountants] may be
able to put off your New Year’s celebration plans until the last minute, but
you cannot delay planning for your transition to International Financial Reporting Standards (IFRSs).” In
fact, like a well-paid professional trainer, the ACAS’ August 2009 Bulletin #8 does a great
job of prescribing just the right IFRS fitness regime to get you in shape by January
1, 2010 – in time to establish the
one year comparative period you’ll need when you start transitioning to IFRS in 2011. Read
the full bulletin or
download the pdf IFRS.pdf.
If you work for a privately held company and are still
wondering how relevant IFRS is for you, CMA Canada reports, "The Strategic Plan
of the Accounting Standards Board (AcSB) includes a separate strategy for the development of financial
reporting standards of private enterprises.” A complete outline of the exposure
draft of the revised standards is available on the AcSB
website under documents
for comment.
Take Our Poll: Compare your IFRS fitness to others. Get instant results!
As of October 21, 2009, only 7% of all participants reported
being “all
set!” for IFRS while a full 22% “hadn’t even thought
of it.” The good news is that more than a quarter indicated they were “making
progress.” Remember, take it one day a time, and ask for
the help you need, and you will get there. Take our quick poll.
PWGSC provides clarity to Federal Department Users of THS
A memo was recently sent out by PWGSC to all users of THS, providing some clarity on how the vehicle can be used more effectively and efficiently to procure quality resources. Here is an excerpt:
"In the past, Public Works and Government Services Canada (PWGSC) recommended that Federal
Department Users invite the three lowest rate Suppliers to submit resumes. Due to recent
decisions made at the THS Advisory Committee, the actual number to be invited is left up
to the Federal Department User. Please keep in mind however, that the lowest rate Supplier's
resume(s) must be reviewed first. Should that particular resume not meet the THS requirement,
justification must be put on file as to why and then the second lowest rate Supplier's resume(s)
can be reviewed and so on until eventually a resume is selected."
Please keep in mind that if a THS process exceeds two weeks, the suppliers’ posted rates are no
longer valid and they could be asked to start the process over. To avoid that from happening,
it may be in your best interest to follow PWGSC instructions and invite as many suppliers as
you can initially. For additional information, please email
